Annan says Iran must be player in Syria talks
BEIRUT (Reuters) - U.N. peace envoy Kofi Annan waded into big power politics on Tuesday, insisting regional heavyweight Iran should be involved in efforts to find a peaceful solution to the Syria crisis despite the West's firm rejection of a role for Tehran.
The United States and its NATO and Gulf Arab allies are opposed to involving the Islamic Republic, which strongly backs Syrian President Bashar al-Assad and is regarded as their main adversary in the Middle East.
"Iran has a role to play. And my presence here explains that I believe in that," Annan said after talks in Tehran with Foreign Minister Ali Akbar Salehi.
"I have received encouragement and cooperation with the minister and the (Iranian) government," Annan said.
The former U.N. secretary general said Iran had made clear that if the crisis got "out of hand and spread to the region, it could lead to consequences that none of us can imagine".
Russia, which along with China opposes any external move to tip the balance against Assad, has said Iran should be involved. Moscow on Tuesday suggested hosting regular meetings of an "action group" which would include the Syrian opposition.
Following talks in Damascus on Monday, Annan said Assad had suggested ending Syria's conflict on a step-by-step basis, starting with districts that have suffered the worst violence.
Annan is striving to revive his moribund plan for ending Syria's 16-month-old uprising in which rebels are fighting to topple the authoritarian Assad.
An activist group tracking the violence said that more than 17,000 people had been killed, including 4,380 soldiers and police. At least 100 more were killed on Monday, in what has become an "average" day of horrendous bloodshed.
After his talks in Tehran, Annan met Iraqi Prime Minister Nouri al-Maliki in Baghdad. Assad and Maliki both have close relations with Iran, a Shi'ite Muslim power vying with Sunni Gulf Arab states for more regional influence.
Annan said the first attempt to call a truce on April 12 failed. He underlined the risk of the conflict "spilling over" to neighboring states and noted that the mandate of U.N. monitors in Syria expires on July 21.
Annan said Assad proposed "building an approach from the ground up in some of the districts where we have extreme violence to try and contain the violence in those districts and, step by step, build up and end the violence across the country".
He said he needed to discuss the proposal with the Syrian opposition and could not give further details. It was not clear when he planned to do so.
Opposition leaders say there can be no peaceful transition unless Assad, who crushed popular protests from the moment they began, relinquishes power first. Assad, whose family has ruled Syria for 42 years, has ruled out leaving office in such a way.
Annan was expected to brief the U.N. Security Council in New York on Wednesday.
COME TO MOSCOW
Annan originally wanted Iran to be part of the major power "action group" meeting in Geneva on June 30, but it was vetoed.
Syria's weightiest ally Russia proposed what sounded like an alternative to the Western-backed, anti-Assad "Friends of Syria" forum, with an offer to visiting Syrian opposition groups to host regular meetings of Annan's own "Action Group" of states, which is more balanced between pro- and anti-Assad influences.
The Syrian National Council (SNC) - the main opposition umbrella group in exile - was due to hold talks on Wednesday with Russian Foreign Minister Sergei Lavrov.
French Foreign Minister Laurent Fabius did not seem enthusiastic about the Russian proposal when reporters asked him about it during a visit to Beijing.
"We will see. There must be a need for such a meeting for it to take place. After Kofi Annan's visit to Damascus, would it be more or less necessary? I can't say," Fabius said.
"The Action Group is a group for action, to make progress. So we will, if necessary, hold such a meeting. Mr. Lavrov said it could be in Moscow or Geneva. What matters is whether a meeting will be useful or not."
It was agreed at the Geneva meeting that a transitional government should be set up in Syria, but the major powers remain at odds over what part Assad might play in the process.
Russia says no transition plan can pre-suppose that Assad will step down. The West and allied Gulf Arab states say he must go, and the Syrian opposition say that is their basic condition.
DEATH TOLL MOUNTS
The activist Syrian Observatory for Human Rights said at least 17,129 people have been killed in Syria's increasingly sectarian revolt pitting rebels from the Sunni Muslim majority against Assad's Alawites, related to Shi'ite Islam.
It said 11,897 civilians or armed insurgents had been killed by Assad's forces, but that it could not determine how many fell into each category. It also estimated that 884 defectors had been killed. The Observatory put the death toll among Syrian security forces loyal to Assad at 4,348.
The Syrian government has not given a death toll for security forces for several months but Assad said last week that most of the victims of the uprising were government supporters.
The Observatory said several towns were shelled on Tuesday in the northerly Aleppo and Idlib provinces, which border Turkey. In Latakia province, further west but also close to the Turkish border, Syrian forces fired on Jabal al-Akrad in an attempt to regain control from rebels infiltrating from Turkey.
In Deir al-Zor, on the eastern road to Iraq, a volunteer medic was killed and at least four soldiers died in fighting.
Clashes were also reported overnight in Deraa, along the border with Jordan, and gunfire and explosions rocked the cities of Homs and Hama and the central town of Rastan.
The SNC said it was time for the United Nations to declare a humanitarian emergency in Syria, where the U.N. says one and a half million out of a population of 22 million have been affected by the conflict.
A Syrian Arab Red Crescent aid worker, Khaled Khaffaji, died on Tuesday a day after he was shot in a clearly marked ambulance in the town of Deir al-Zor, the organization said. He was the fifth member of the group's staff to be killed in the conflict.
"The loss of Khaled is completely unacceptable," said Syrian Arab Red Crescent President Abdul Rahman al-Attar. "All sides must respect health-care workers and the Red Cross and Red Crescent emblems, and allow Syrian Arab Red Crescent volunteers to provide assistance unhindered and in safety."
LEBANON THREATENED
Three people were killed when Syrian mortars hit villages in neighboring north Lebanon. Locals said they were under fire for five hours overnight, after sporadic shelling in the area lasting several days.
It was the second such fatal attack in three days. Three people were killed inside Lebanon by mortar fire at the weekend.
Lebanon has long been a political battleground for bigger regional powers. Damascus had a major military presence in its smaller coastal neighbor for 29 years
Assad withdrew his troops in 2005, but Damascus is still the main external player in the delicately balanced sectarian politics of a country torn apart by a 1975-90 civil war.
The border has become more volatile in the past month, raising fears that Lebanon could be drawn into Syria's conflict. It is mirrored in Tripoli, Lebanon's second largest city, where armed Sunnis and Alawites have fought twice this year.
There is concern that a proxy conflict is being fought out, with Saudi Arabia and Qatar pouring funds into Tripoli through Salafi Islamist groups - increasingly powerful in Lebanon - against Lebanon's influential Shi'ite Hezbollah and Amal factions, which back the Alawite-led government in Damascus.

Pompeii-style volcanic ash fall preserved 'nursery' of earliest animals
ScienceDaily (July 9, 2012) ? A volcanic eruption around 579 million years ago buried a 'nursery' of the earliest-known animals under a Pompeii-like deluge of ash, preserving them as fossils in rocks in Newfoundland, new research suggests.
A team from the Universities of Oxford and Cambridge, in collaboration with the Memorial University of Newfoundland, looked for evidence of life from the mysterious Ediacaran period (635-542 million years ago) in which the first 'animals' -- complex multicellular organisms -- appeared.
The team discovered over 100 fossils of what are believed to be 'baby' rangeomorphs; bizarre frond-shaped organisms which lived 580-550 million years ago and superficially resemble sea-pen corals but, on closer inspection, are unlike any creature alive today. This 'nursery' of baby rangeomorphs was found in rocks at the Mistaken Point Ecological Reserve in Newfoundland, Canada.
A report of the research will appear in the July issue of the Journal of the Geological Society.
The fossil remains of rangeomorphs are often described as 'fern-like' and where exactly they fit in the tree of life is unclear. Because they lived deep beneath the ocean where there would have been no light they are not thought to be plants but they may not have had all of the characteristics of animals. Mysteriously, their frond-shaped body-plan, which might have helped them gather oxygen or food, does not survive into the Cambrian period (542-488 million years ago).
'The fossilised 'babies' we found are all less than three centimetres long and are often as small as six millimetres; many times smaller than the 'parent' forms, seen in neighbouring areas, which can reach up to two metres in length,' said Professor Martin Brasier of Oxford University's Department of Earth Sciences, one of the authors of the report. 'This new discovery comes from the very bottom of the fossil-bearing rocks, making it one of the oldest bedding planes to preserve 'animal' fossils in the whole of the geological record.
'We think that, around 579 million years ago, an underwater 'nursery' of baby Ediacaran fronds was overwhelmed, Pompeii-style, by an ash fall from a volcanic eruption on a nearby island that smothered and preserved them for posterity.'
Dr Alexander Liu of Cambridge University's Department of Earth Sciences, an author of the report, said: 'These juveniles are exceptionally well preserved, and include species never before found in rocks of this age, increasing the known taxonomic diversity of the earliest Ediacaran fossil sites. The discovery confirms a remarkable variety of rangeomorph fossil forms so early in their evolutionary history.'
The find reinforces the idea that 'life got large' around 580 million years ago, with the advent of these frond-like forms, some of which grew up -- in better times -- to reach almost two metres in length.
Professor Brasier said: 'We are now exploring even further back in time to try and discover exactly when these mysterious organisms first appeared and learn more about the processes that led to their diversification in an 'Ediacaran explosion' that may have mirrored the profusion of new life forms we see in the Cambrian.'

Report: Apple gets tough on websites selling access to iOS betas

A report from?MacStories?yesterday claimed that many third-party websites selling developer access to Apple?s iOS betas are no longer live.
The blog apparently contacted the websites? owners. It soon confirmed with at least one that Apple?recently?submitted a copyright?infringement?claim, so the website?s hosting service immediately took the page offline. A?Wired report from last?month by Andy Baio?first spotlighted the?trend of websites that sell developer access to iOS betas by doling UDID activations to any paying user.?Apple restricts UDID activation to registered developers.
The Wired report allegedly sparked a flurry of website takedown requests. The?CEO of Fused, a hosting service, even admitted to the MacStories, ?Apple has been fairly heavy-handed?with the Digital Millennium Copyright Act (DMCA) requests to the ones we host?:
- After noticing several of the sites mentioned in Baio?s article had become unavailable in recent weeks (activatemyios.com, iosudidregistrations.com, activatemyudid.com, udidregistration.com, instantudidactivation.com), we reached out to some of them asking whether Apple was behind the takedown of their ?services?, which infringed on Apple?s developer agreement. While most of our emails bounced, we heard back from one of the site owners (who asked to remain anonymous), who confirmed his hosting provider took down the site after a complaint for copyright infringement by Apple. Similarly, the CEO of?Fused?tweeted?in a reply to Andy Baio?that Apple had been ?fairly heavy-handed? with DMCA requests to UDID-selling sites hosted on their network.
- In the email, the site owner said that their website made $75,000 since last June, when Apple released the first beta of iOS 6 to developers. ?We do not believe our service was infringing and our services did not violate their guidelines for iOS 6?, the site owner commented, adding that they will soon launch another similar site, ?with better and more secure data lines to handle Apple?.
- The owner of another site replied to our emails with a ?no comment?. According to him, ?the Wired article has caused all these sites to go down?.
- Indeed, it appears Apple has started taking action against these sites recently, and more precisely after Wired ran the story on UDID activation.
To install an iOS beta, developers must register their account with?Apple and receive?UDID activation?for $99 a year. Third-party websites, on the other hand, sell UDID activation for a cheaper price?usually around $10.

Youkilis' homer sparks White Sox

CHICAGO (AP) - Gavin Floyd pitched 7 2-3 innings of four-hit ball and Kevin Youkilis hit a two-run homer to lead the Chicago White Sox to a 2-0 victory over the Toronto Blue Jays on Saturday.
Floyd (7-8) struck out three and walked two while improving to 3-1 with a 1.37 ERA in his last four starts. The 6-foot-6 right-hander received a standing ovation when he left in the eighth.
The White Sox have won five straight to move a season-high 10 games over .500. The AL Central leaders also have won a season-high seven straight at home.
Ricky Romero (8-4) allowed two runs and four hits in six innings for the Blue Jays, who have lost three straight.
Romero made one big mistake, and it was a costly one.
With two out in the fifth inning and Alexei Ramirez on first, Youkilis drove Romero's 1-1 pitch over the wall in center for his seventh homer of the season and No. 3 since he was acquired in a trade with the Red Sox.
With his clutch hitting and strong play at third base, Youkilis has quickly become a fan favorite in his first homestand with his new club. He has a go-ahead RBI in five games for the White Sox while hearing the familiar "Yooouk" salute from the crowd that was once a fixture at Fenway Park.
With closer Addison Reed getting the day off, Matt Thornton got four outs for his second save of the season. Jose Bautista hit a one-out drive in the ninth that left fielder Dayan Viciedo lost in the sun, but the White Sox recovered in time to cut down the All-Star slugger trying for a triple.
Bautista argued the call with third base umpire Derryl Cousins, but quickly left the field.
Brett Lawrie led off the game with a single, but Floyd did not allow another hit until J.P. Arencibia led off the sixth with a single. Arencibia was quickly retired on Lawrie's double-play ball.
Floyd entered with an 0-5 record and 7.26 career ERA against the Blue Jays.
NOTES: Youkilis has 13 RBIs in 12 games since joining the White Sox. ... White Sox manager Robin Ventura said LHP Chris Sale will pitch no more than one inning in the All-Star game on Tuesday. The 23-year-old Sale is 10-2 with a 2.19 ERA in his first season as a starter. The White Sox are closely monitoring Sale's workload. ... Blue Jays manager John Farrell set his rotation for the second half. Romero will start Friday, followed by Aaron Laffey, Carlos Villanueva, Henderson Alvarez and Brett Cecil. ...
